The EDA PACT (Personal Accountability Changes Today) Program promotes safe and competent job performance by addressing substance and alcohol abuse within the construction industry. It supports employees who are struggling with addiction by providing resources for treatment and ensuring job security upon successful completion of rehabilitation.

At EDA, employee health and wellness are a top priority, and safety is our number one concern. We pride ourselves on providing a safe working environment for all staff.

The purpose of the PACT Program is to identify and address inappropriate use of alcohol or drugs, encourage self-reporting, and assist employees in seeking treatment. We support reentry into the workplace when appropriate and in compliance with applicable laws.

While we are committed to offering support, EDA will also take appropriate disciplinary action—up to and including termination—when violations of this policy occur.

EDA Contractors is proud to host its fourth annual PACT (Personal Accountability Changes Today) Wellness Fair on Thursday, October 23, 2025, at our Bensalem headquarters.

Each year, we close our business early to create space for this important event, underscoring our commitment to employee health, safety, and wellness. The construction industry faces some of the highest rates of substance abuse in the nation, and our PACT program was created to provide awareness, resources, and support for those impacted.

The PACT Wellness Fair brings together employees, families, sponsors, and community members for an afternoon dedicated to education, compassion, and connection in the fight against substance abuse.

The construction industry faces disproportionately high rates of substance abuse, addiction, and suicide. EDA’s PACT Program exists to confront this crisis and offer real help.

  • 16.5% of construction workers engage in heavy alcohol consumption (compared to 9% across all professions).

  • Construction workers are 6–7 times more likely to die from an opioid overdose than workers in other industries.
